: The scale and severity of poverty in India can leave even the most indefatigable optimists amongst us winded, with a feeling of impending cataclysm. Yet almost impossibly, each sunrise sees the roads and markets of backwater towns and villages bustle with activity. Who is responsible for this daily miracle ? Is it parliament in New Delhi, is it the finance ministers and central bank officers with their detached formulations ? Hardly. One would have to look to less exalted stations to find that kind of ingenuity.
